On December 6, Hongxin Lu, Deputy Director of the Shanghai Liaison Office of the People’s Government of Huaibei City, Anhui Province, visited the Lingang Innovation Center Overseas Affairs Department. Mr. Hongfei Zhang, General Manager of Lingang Innovation Center Overseas Affairs Department, and Mr. Hua Yang, President of Global Cross-Border Technology Exchange Research Institute warmly received them. The two parties conducted in-depth exchanges on cooperation in the construction of Lingang Innovation Center’s Yangtze River Delta Sub-Centers and other issues.
General Manager Hongfei Zhang started the session off by giving an introduction of Lingang Innovation Center. Lingang Innovation Center was established in 2009 by the Shanghai Municipal Science and Technology Commission. It is a national technology business incubator featuring intelligent manufacturing. Due to the large number of enterprises in the park and the limited land resources in the Lingang area, in recent years, the Center has been committed to the integrated layout of the Yangtze River Delta. There are two main considerations for establishing cooperation. One is the situation of local enterprises, whether it is related to the four major industries of Lingang: aerospace, integrated circuits, artificial intelligence, and biomedicine. The other consideration is local policies such as land, taxation, talent and other aspects.

Deputy Director Hongxin Lu then introduced the basic situation of Huaibei City. Huaibei City is located at the junction of the four provinces of Jiangsu, Shandong, Henan, and Anhui. It is a well-known coal resource city and an emerging modern industrial city. In recent years, Huaibei City has been committed to optimizing landscape ecology and promoting green and low-carbon development. It has not only created a pleasant, livable, business-friendly, and travelable urban environment, but also attracted many enterprises and talents to invest, develop, and live in Huaibei. As a national pilot city for comprehensive utilization of industrial and mining wasteland, Huaibei City has a relatively large land resource advantage. Huaibei is committed to the transformation of a resource-based city. At this stage of development, we are eager to cooperate with Lingang Innovation Center. It is hoped that General Manager Hongfei Zhang, President Hua Yang and others can visit Huaibei and discuss cooperation plans. After the meeting, both parties visited the exhibition hall of Lingang Innovation Center’s Ningbo Fenghua Sub-Center.
