A new pilot program allows college graduates who meet requirements to settle directly in the Lingang Special Area-SHLINGANGIC

This year, Shanghai’s hukou policy for fresh graduates has been changed. Starting from 2018, recent undergraduates from Peking University and Tsinghua University can directly settle in Shanghai. Last year, the scope of the direct settlement pilot policy continued to be expanded to world-class universities in Shanghai, namely Shanghai Jiaotong University, Fudan University, Tongji University and East China Normal University. Fresh graduates of the colleges and universities who meet the basic application requirements can directly settle down. For the regular channels for employment, graduates need to meet the scoring standards issued by the relevant departments every year, and the cumulative points must reach 72 points or more before they can apply for Shanghai Hukou. This new announcement means that as long as graduates are employed in the five new cities or Lingang Special Area, they do not need to be scored, and they can apply directly.

It is understood that the basic conditions mentioned in this announcement refer to the city’s household registration method for 2021 non-Shanghai graduates from ordinary colleges and universities to apply for employment in Shanghai. Among them, certain restrictions are imposed on the qualifications of employers, such as companies that conform to the development direction of the city’s goals, have a good reputation, and have a registered capital of 1 million yuan (inclusive) or more. Public institutions, social organizations registered in Shanghai, and party and government agencies in the administrative area of ​​Shanghai are also included. In addition, the employer is the subject of the application for the settlement of recent graduates. The non-Shanghai student graduates who apply for the city’s household registration by the employer must also be included in the national unified enrollment plan for ordinary colleges and universities.

At present, the rules for direct settlement are still being further refined. The relevant person in charge of the Party and Mass Work Department of the Management Committee of the Lingang Special Area introduced: “The new area has a’gradient’ talent settlement policy system, and there is a talent introduction policy for the urgently needed talents, and the non-urgently needed talents. The policy of shortening the period of transfer of accounts also has a corresponding settlement policy for skilled talents.” From January to October this year, the number of talents introduced in the Lingang Special Area reached 242% of that of last year.
