On October 25th, Jin Sun, deputy director of Lianyungang City Bureau of Commerce, Jiangsu Province, and Minchang Xu, deputy director of Lianyungang National High-tech Zone Management Committee, visited Lingang Innovation Center Overseas Affairs Department. Mr. Hongfei Zhang, General Manager of Lingang Innovation Center and Mr. Hua Yang, President of the Global Cross-Border Technology Exchange Research Institute, received the visiting parties. The two parties conducted in-depth exchanges on the cooperation in the construction of Lingang Innovation Yangtze River Delta Sub-Center.
Mr. Zhang said that Lingang Innovation Center was established in 2009 by the Shanghai Municipal Science and Technology Commission. It is a national technology business incubator featuring intelligent manufacturing. Due to the large number of enterprises in the park and the limited land resources in the Lingang area, in recent years, it has been committed to the integrated layout of the Yangtze River Delta. Ningbo Fenghua Sub-center has been established, and it is in close communication with Nantong, Huai’an, Lin’an, Shaoxing, Dongyang, Huzhou, Xuancheng and other places. There are two main considerations for establishing cooperation: one is the situation of local enterprises, whether it is related to the four major industries of Lingang (aerospace, integrated circuits, artificial intelligence, and biomedicine), and whether the upstream and downstream are matched. The second consideration is local policies such as land, taxation, talent, and other aspects. Mr. Zhang expressed his joy for the arrival of Director Sun and the others, and hoped to learn more about Lianyungang and look for opportunities for cooperation.
Ms. Sun said that Lianyungang is located in the northern part of Jiangsu Province and is the intersection of the New Silk Road Economic Belt and the 21st Century Maritime Silk Road. Several advantageous industries are petrochemicals, new medicines, new materials, equipment manufacturing, etc. Among them, the new medicines industry has a large opportunity for cooperation with Lingang. Lianyungang is building a Zhonghua Pharmaceutical Port, which brings together many key pharmaceutical companies such as Hengrui, Hausen, Zhengda Tianqing, Deyuan, etc., forming three major product groups: chemical innovative drugs, modern Chinese medicine, medical equipment and medical materials. Rich in human resources, the area has 5 colleges and universities and 9 research institutes.
Mr. Xu aid that Lianyungang High-tech Zone adopts the overall layout of “one zone and five parks”. Among them, the Haizhou Industrial Park was established in 1992. It is a modern industrial park dominated by “medicine and health, intelligent equipment, and electronic information” with convenient transportation. It has rich land resources and complete living facilities.
The two sides conducted in-depth exchanges on industries and policies and found that the two areas can form a good cooperation, which is conducive to their respective development. Ms. Sun Jin hopes that Mr. Zhang and Mr. Yang can visit Lianyungang. Mr. Zhang invited Ms. Sun to participate in the policy briefing that will be held by North American entrepreneurs during the Shanghai Free Trade Zone Innovation Summit on November 4th, 2021. After the meeting, both parties visited the Ningbo Fenghua Exhibition Hall of Lingang Innovation Center and the Shanghai Technology Exchange.
