In order to increase enthusiasm from overseas students to return home to innovate and become entrepreneurs, the Steering Committee of Experts on Returning Overseas Chinese Students to Entrepreneurship (hereinafter referred to as the “Expert Committee”) was formed to increase support and services for overseas students. The promotion activities for “The Entrepreneurial Businesses with the Most Growth Potential for Overseas Chinese Students” will be launched in 2021. Here are some of the promotion activities:
This event is sponsored by the Expert Committee and co-organized by the Service Alliance for Returning Chinese Returned Overseas Chinese Students. The Expert Committee was established in 2011 by the Ministry of Human Resources and Social Security in conjunction with the European and American Alumni Association. Its members are composed of experts in related fields such as venture capital, marketing, and successful overseas returnees. It aims to provide entrepreneurial guidance and consulting services for overseas students and enterprises. Since 2012, the Expert Committee has launched 9 batches of promotion activities for “The Entrepreneurial Businesses with the Most Growth Potential for Overseas Chinese Students” and a total of 158 entrepreneurial businesses have been selected.
The promotion steps include mainly application, recommendation by the competent authority, expert review, promotion, and follow-up support services. The reporting unit does not need to pay any fees for the entire promotion activity.

Award the plaque “The Most Growth Potential Overseas Chinese Entrepreneur Enterprise” to the selected companies
1.The applicant is the legal representative or the largest shareholder of the business and is a returnee who has studied abroad. The amount of capital contributed by the overseas student accounts for more than 30% of the registered capital of the business, and the business has been registered for 5 years or less.
2.The business has shown high growth potential and the economic aggregate has increased by at least 30% in the past two years.
3.The business has good development potential, the entrepreneurial team has strong comprehensive strength and owns independent intellectual property rights or invention patents. The business has strong technological innovation and products (including services) have good market prospects.
4.The entrepreneurship project conforms to the national industrial policy, or the industrial development direction determined by the local government. The project upgrades key technologies, stimulate employment, and promote local economic and social development. Projects in key support areas, such as electronic information, high-end equipment manufacturing, biomedicine, new materials, new energy, energy conservation and environmental protection are given priority.
The application and recommendation work are carried out by the overseas study service agency of the human resources and social security department at the provincial (sub-provincial) level and is responsible for guiding and organizing the provincial and ministerial co-construction of entrepreneurial parks for overseas students and the human resources and social departments at the prefectural (county) level or above.
For businesses that stay in entrepreneurial parks established by the province and the ministry, the park is responsible for organizing the declaration. For businesses that are not part of any entrepreneurial parks, the human and social department at the local (county) level or above is responsible for organizing the declaration.
The provincial (sub-provincial) human resources and social security department’s overseas study service agencies provide review opinions (recommendations are divided into two categories: key recommendations and general recommendations) and submit them in a unified manner.
How to Declare
1.1. The start and end date of online system declaration is from August 26th to October 10th. Please read the instructions on the declaration website.
2.The specific operation steps are as follows:
a.The first step is to register and log in to the declaration website, fill in the declaration information online, and download the completed “Declaration Form”.
b.In the second step, the applying business submits the “Declaration Form” to the province or ministry or the human resources and social security department above the local (county) level, who will fill in the recommendation and seal it.
c.In the third step, the applying company uploads the scanned copy of the stamped and related certification materials to the application system.
d.The fourth step, the provincial (sub-provincial) human resources and social security department’s overseas study service agency will log in to the application website, fill in the review comments online, and submit it.

The launch of the 2021 “Entrepreneurial Business for Overseas Chinese with the Most Growth Potential” will be held at the 2021 China Overseas Talent Exchange Conference and the 23rd Guangzhou Science and Technology Exchange Conference for Overseas Chinese Students.
The expert committee will promote and publicize the selected companies through various forms such as “People’s Daily” (overseas edition), “China Organization and Personnel News”, and the WeChat platform of the Service Alliance for Returning Chinese Returned Overseas Chinese Students to increase the popularity of selected companies.
Selected companies will be given priority to receive one-to-one business guidance from entrepreneurial mentors of the expert committee; priority will be given to those participating in talent projects organized by the Chinese Returned Overseas Chinese Service Alliance, and inter-regional technology and venture capital exchange activities.
The selected companies will be invited to participate in advanced training classes for overseas students returning to China for free, and obtain expert training and guidance in financing, technology, management, etc.
The information of selected enterprises will be promoted and released to social investment and financing institutions, and market-oriented financing will be provided.
